CIP Amendments
Saint Lucia has made several key amendments to its legislation to make its citizenship by investment program even more attractive to investors and families.
- Real estate investment increased to US$300,000 (shares in a resort).
- A new net worth requirement and annual quota to be introduced.
- Government bonds now cheaper for families, set at US$300,000 (any number of dependents).
- St Lucia has issued biometric passports to all citizens since 2022, upgrading passport security.
- A newborn child can be added within 12 months of receiving citizenship by paying $5,000 to the government.
- Average CIP processing times cut, making Saint Lucia the fastest CIP in the Caribbean.
- A new e-payment platform for faster receipt of payments, avoiding bank delays.
- The category of “qualifying dependant” has been expanded to allow add-on dependants in all investment options. Besides your spouse, you can include children up to the age of 30 and parents over 55 if they are fully supported by you, as well as an unmarried sister or brother under 18.
Under the 2019 amendments to the CIP Act, family members of CBI citizens can also receive citizenship easily if they apply within five years of the main applicant’s citizenship:
- Newborn children and new spouses can be added as dependants of CBI citizens within 5 years.
- The CIP Board grants authorized agent licenses. All agents must pass due diligence checks, pay a USD 10,000 agent fee and have no criminal record or bankruptcy.
- Applicants who cannot pay within 90 days can request an extension in writing to the Board.
- If St Lucia revokes the citizenship of a CBI citizen, their dependants under the scheme also lose citizenship.

The documents must also be accompanied by:
- The credentials of the lawyer certifying all documents as true copies

How to Apply
We work with several authorized agents and real estate developers in Saint Lucia. All applicants must apply through an authorized agent or service provider recommended by the Government.
- Sign a retainer agreement with the agent and pay an initial deposit (5%–10%). The agent runs a compulsory initial due diligence check and requests documents before starting.
- The agent signs a client-professional agreement ensuring the confidentiality of your documents and information, and gives the green light to start the application.
- Pay the agent service fee, Government due diligence and registration fee (real estate only). The agent checks and verifies all documents and files the application with the St Lucia Citizenship Unit on your behalf. Only licensed agents can apply on behalf of clients.
- The Citizenship Unit takes about 60 days to approve the application and then issues a Letter of Approval to the agent, who instructs you to pay the remaining investment. You do not pay the full amount before approval.
- After approval, make the remaining investment within 21 days (bonds, real estate, business, or the donation paid to the government fund account).
- The Unit verifies the investment and issues a Certificate of Naturalization to you and your family. You receive your St Lucia passport within 7 days.
- The authorized agent collects the naturalization certificate and passport and hands them over to you.
St Lucia Passport
The Saint Lucia passport is one of the best travel documents in the world, with visa-free travel to 145 countries and territories including Israel, South Korea, Cuba and the EU Schengen states. You can also apply for a separate US or Canada visa at the nearest embassy where you live.

Only investments of at least $300,000 in Government-approved real estate projects qualify for citizenship. A’ila Resort is currently the only approved project.
